January 1999: Clinton Administration and DemocratsThis was the peak month of the impeachment crisis and one of the most dramatic periods of the entire Clinton presidency.Key Events and TimelineJanuary 7, 1999 The Senate impeachment trial of President Bill Clinton formally began in the U.S. Senate (Chief Justice William Rehnquist presiding).
First presidential impeachment trial in 131 years (since Andrew Johnson in 1868).
The two articles: perjury before the grand jury and obstruction of justice.

January 8–27, 1999: The trial itself Jan 8–13: Opening presentations by the 13 House Managers (Republican prosecutors, led by Henry Hyde, Lindsey Graham, Asa Hutchinson, etc.).
Jan 14–16: White House defense team (Charles Ruff, Cheryl Mills, Gregory Craig, Bruce Lindsey, etc.) presented Clinton’s defense.
Jan 19: President Clinton delivered the State of the Union Address in the House chamber while literally on trial in the Senate next door. One of the most surreal moments in modern political history.
Received multiple standing ovations from Democrats; Republicans sat mostly silent.
Famous line: “We have a record budget surplus… and now we must choose what to do with it.”
Approval rating after the speech jumped to ~70%.

January 20–27 Senators questioned both sides in writing (no direct questioning allowed).
House Managers pushed (unsuccessfully) for live witnesses and depositions.
Jan 25–27: Monica Lewinsky, Vernon Jordan, and Sidney Blumenthal were deposed on videotape (the only witnesses actually called).

Other Major Clinton Administration / Democratic Activities in January 1999Iraq – Operation Desert Fox aftermath The four-day bombing campaign had ended December 19, 1998.
Throughout January, the U.S. and UK continued almost daily airstrikes on Iraqi radar and missile sites when they illuminated coalition aircraft (part of enforcing the no-fly zones).
Democrats generally supported the policy; many Republicans criticized Clinton for “wagging the dog” during impeachment.

Kosovo / Balkans diplomacy intensifies The administration issued ultimatums to Slobodan Milošević.
Planning began for possible NATO airstrikes if Rambouillet talks (starting in February) failed.
Madeleine Albright was the driving force; Democrats backed Clinton’s activist Balkans policy.

Budget surplus battle begins Clinton released his FY2000 budget framework on January 4 (before the trial started).
