WASHINGTON (MarketWatch) -- The U.S. government in April posted its first monthly budget surplus since September 2008, the Treasury Department said Thursday. The $59 billion surplus came as tax receipts increased and spending on education, Medicare and defense civil programs fell in the month. The surplus in September 2008 -- the month that the financial crisis hit the U.S. economy -- was $46 billion.
