CONTRACTS
DEFENSE LOGISTICS AGENCY
Siemens Medical Solutions USA, Inc., Malvern, Pa., was issued a modification exercising the third option year on contract SPM2D1-09-D-8314/P00053. The award is a fixed-price with economic price adjustment, indefinite-delivery/indefinite-quantity contract with a maximum $1,939,052,511 for radiology systems, subsystems, and components. There are no other locations of performance. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. There were 43 responses to the Web proposal. Type of appropriation is fiscal 2012/2013 Defense Working Capital Funds. The date of performance completion is March 30, 2013. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity.
The Boeing Co., Saint Louis, Mo., was awarded a firm-fixed-price, sole-source contract with a maximum $12,895,167 for support of the Royal Australian Air Force F/A-18 E/F Super Hornet. There are no other locations of performance. Using service is the Royal Australian Air Force. There was one proposal with one response. Type of appropriation is fiscal 2012 through 2015 Foreign Military Sales. The date of performance completion is June 2015. The Defense Logistics Agency Aviation, Philadelphia, Pa., is the contracting activity (SPM4A1-09-G-0004).
Babington Enterprises, Inc.*, McLean, Va., was awarded a firm-fixed-price, sole-source contract with a maximum $10,826,835 for tray ration heating system, single pallet expeditionary kitchen, and associated equipment. Other location of performance is North Carolina. Using services are Army, Air Force, and Marine Corps. There was one proposal with one response. Type of appropriation is fiscal 2012 Defense Working Capital Funds. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM3SE-12-D-0001).
Agilent Technologies, Inc., Englewood, Colo., was awarded a firm-fixed-price, sole-source contract with a maximum $9,335,500 for signal generators. There are no other locations of performance. Using service is Navy. There was one proposal with one response. Type of appropriation is fiscal 2012 Navy Working Capital Funds. The Defense Logistics Agency Maritime at Mechanicsburg, Mechanicsburg, Pa., is the contracting activity (SPRMM1-12-A-ZZ12).
NAVY
Rolls-Royce Corp., Indianapolis, Ind., is being awarded a $150,920,770 firm-fixed-price contract to procure V-22 AE1107C turboshaft engines for the Navy (232) and the Air Force (33). Work will be performed in Indianapolis, Ind., and is expected to be completed in October 2017. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. This contract combines purchases for the Navy ($129,360,660) and the Air Force ($21,560,110). The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-0007).
Raytheon Co., Missile Systems, Tucson, Ariz., is being awarded a $97,144,974 modification to a previously awarded firm-fixed-price, fixed-price-incentive-firm target contract (N00019-11-C-0001) for the Lot 12 low rate initial production (LRIP 2) of 139 AIM-9X Block II All Up Round tactical missiles for the governments of Korea (19) and Saudi Arabia (120); 139 Block II active optical target detectors for the governments of Korea (19) and Saudi Arabia (120); 33 Block II captive air training missiles for the government of Saudi Arabia; and 47 containers for the governments of Korea (5) and Saudi Arabia (42). Work will be performed in Tucson, Ariz. (41.40 percent); Andover, Mass. (10.12 percent); various locations in and outside the continental United States (6.56 percent); Valencia, Calif. (5.71 percent); Midland, Ontario, Canada (5.40 percent); Rocket Center, W.Va. (5.24 percent); Vancouver, Wash. (5.08 percent); Goleta, Calif. (2.99 percent); El Segundo, Calif. (2.81 percent); Cheshire, Conn. (2.30 percent); Simsbury, Conn. (1.60 percent); Cincinnati, Ohio (1.53 percent); Heilbronn, Germany (1.52 percent); El Cajon, Calif. (1.48 percent); San Jose, Calif. (1.45 percent); Anniston, Ala. (1.16 percent); San Diego, Calif. (0.87 percent); Chatsworth, Calif. (0.80 percent); Newbury Park, Calif. (0.74 percent); Orlando, Fla. (0.66 percent); and Montgomery, Ala (0.58 percent). Work is expected to be completed in August 2014. Contract funds will not expire at the end of the current fiscal year. This contract combines purchases for the governments of Saudi Arabia ($85,338,195; 87.85 percent) and Korea ($11,806,779; 12.15 percent) under the Foreign Military Sales Act. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $39,300,000 not-to-exceed modification to a previously awarded cost-plus-award-fee contract (N00019-02-C-3002) to update the design, verification, and test of the Joint Strike Fighter (JSF) Partner Version Air System development under the JSF Delta System Development and Demonstration Program. Work will be performed at Fort Worth, Texas, and is expected to be completed in October 2014. No contract funds are being obligated at time of award. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $31,313,744 cost-plus-fixed-fee modification to a delivery order previously issued against a basic ordering agreement (N00019-07-G-0008). This order will procure the non-recurring engineering necessary to design and develop improvements to the Interim Defensive Weapon System (IDWS), retrofit the IDWS to incorporate these improvements, provide IDWS logistical support, and perform aero model and software updates. Work will be performed in Johnson City, N.Y. (95 percent), and Philadelphia, Pa. (5 percent), and is expected to be completed in December 2015. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
ECC MEZZ, L.L.C., Burlingame, Calif., is being awarded a $30,999,998 firm-fixed-price contract for construction of security fencing, a general warehouse, and road paving at Camp Lemonnier, Djibouti. The proposed new security fence construction will include two watchtowers with foundations; the paving of roads throughout Camp Lemonnier; and the general warehouse will include two additional bays and metal wall and roof panels. Work will be performed in Djibouti, Africa, and is expected to be completed by December 2013. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with 14 proposals received. The Naval Facilities Engineering Command, Europe Africa Southwest Asia, Naples, Italy, is the contracting activity (N33191-12-C-0620).
Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $28,846,120 fixed-price-incentive, cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement (N00019-12-G-0006) to provide a new V-22 instrumented aircraft (NVIA). The NVIA will support V-22 structural test capability by replacing an existing engineering, manufacturing, and development test aircraft which is increasingly difficult and expensive to support and not representative of current production configuration. Additionally, the NVIA will support the V-22 development roadmap through improved, comprehensive flight test data with increased reliability/maintainability over existing aircraft. Work will be performed in Amarillo, Texas (35 percent); Arlington, Texas (35 percent); Fort Worth, Texas (21 percent); Philadelphia, Pa. (8 percent); and Seattle, Wash. (1 percent). Work is expected to be completed in December 2014. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
Northrop Grumman Corp., Aerospace Systems, Bethpage, N.Y., is being awarded a $22,894,335 firm-fixed-price order against a previously issued basic ordering agreement (N68335-10-G-0021) for the procurement of avionics source data consisting of detailed functional description document packages; development of systems synthesis modeling reports for 34 units under test; and 392 pieces of organizational "O" level support equipment for the E-2D Advanced Hawkeye aircraft. Work will be performed in Bethpage, N.Y., and is expected to be completed in June 2015. Contract funds will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.
Head, Inc.*, Columbus, Ohio, is being awarded a $16,994,000 firm-fixed-price contract for construction of vertical landing pads at Marine Corps Air Station Beaufort. Work to be performed provides for construction of five vertical landing pads and associated supporting taxiways to support the F-35B Joint Strike Fighter short take off vertical landing aircraft. Work will be performed in Beaufort, S.C., and is expected to be completed by August 2013. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 12 proposals received. The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity (N69450-12-C-1758).
Bath Iron Works, Bath, Maine, is being awarded a $16,710,216 cost-plus-award-fee, cost-plus-fixed-fee with performance incentives contract for lead yard services for DDG 51-class destroyer program. Work will provide technical assistance to the follow yard in the interpretation and application of detailed design developed by Bath Iron Works, the lead yard contractor. Lead yard services include liaison for follow ship construction, general class services, class logistic services, class design agent services, and class change design services for follow ships. This contract includes options, which, if exercised, would bring the cumulative value of this contract to $155,781,590. Work will be performed in Bath, Maine, and is expected to completed by December 2012. This contract was not competitively procured, in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as there is only one responsible source and no other supplies or services will satisfy agency requirements. Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-12-C-2313).
Rockwell Collins, Inc., Cedar Rapids, Iowa, is being awarded a $10,935, 638 firm-fixed- price, indefinite-delivery/indefinite-quantity contract for the procurement of 120 QNT-200 radio terminals, including up to 18,240 hours of incidental equipment modifications services. The QNT-200 radio terminal provides Internet Protocol network connectivity and is integrated into communication jamming pods and electronic warfare laboratories. Work will be performed in Cedar Rapids, Iowa (80 percent), and Coralville, Iowa (20 percent), and is expected to be completed in March 2017. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Warfare Center Weapons Division, Point Mugu, Calif., is the contracting activity (N68936-12-D-0020).
Guam Pacific International, L.L.C.*, Barrigada, Guam, is being awarded $7,363,353 for firm-fixed-price task order 0005 under a previously awarded multiple award construction contract (N40192-10-D-2800) for the retro commissioning of facilities at Andersen Air Force Base. The work to be performed provides for the reduction of Navy shore utility expenditures by reducing energy and resource consumption and providing retro commissioning services to 33 buildings at various locations at Andersen Air Force Base in support of the Navy energy conservation program. Work will be performed in Yigo, Guam, and is expected to be completed by September 2013. Contract funds in the amount of $7,363,353 are obligated on this award and will expire at the end of the current fiscal year. Six proposals were received for this task order. The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.
Raytheon Co., El Segundo, Calif., is being awarded a $6,950,000 order against a previously issued basic ordering agreement (N00019-10-G-0006) for the procurement of 13 ECP-6279 retrofit kits in support of F/A-18 E/F and EA-18G aircraft. Work will be performed in Forest, Miss. (80 percent), and El Segundo, Calif. (20 percent), and is expected to be completed in December 2013. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
AIR FORCE
Raytheon Co., Missile Systems, Tucson, Ariz., is being awarded a $497,131,017 firm-fixed-price contract to procure missiles, instrumentation units, test equipment, guidance sections, hardware, and contractor logistics support. The location of the performance is Tucson, Ariz. Work is to be completed by Jan. 31, 2015. AAC/EBAC, Eglin Air Force Base, Fla., is the contracting activity (FA8675-12-C-0011).
Alenia North America, Washington, D.C., is being awarded a $107,689,160 firm-fixed-price, time-and-material, cost-reimbursement-no fee, labor hours contract for G222 sustainment services; spares, repairs, contractor logistics support, and engineering support. The location of the performance is Kabul, Afghanistan. Work is expected to be completed by March 8, 2014. WR-ALC/GRBK, Robins Air Force Base, Ga., is the contracting activity (FA8553-12-D-0001).
Honeywell International Inc., Defense and Space Electronic Systems, Clearwater, Fla., is being awarded a $80,228,616.not-to-exceed firm-fixed-price to acquire Global Position System/Inertial Navigation System production units for the AH-64, AB3, UH-60, CH-47, SPN-46, E-2, and UH-1 platforms for the Army, Navy, and Foreign Military Sales requirements. The location of the performance is Clearwater, Fla. Work is to be completed by March 31, 2014. ASC/WNQK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8626-06-C-2065 P00240).
Lockheed Martin Corp., Santa Clara, Calif., is being awarded a $54,269,712 cost-plus-award-fee contract to exercise the contract line item number 0013 option for Geosynchronous Earth Orbit Satellite 3 launch and early on-orbit support. The location of the performance is Sunnyvale, Calif. Work is to be completed by March 30, 2012. SMC/IS, Los Angeles Air Force Base, El Segundo, Calif., is the contracting activity (FA8810-08-C-0002, P00042).
Northrop Grumman Space and Missions Systems, Northrop Grumman Information Systems, San Diego, Calif., is being awarded a $26,818,683 cost-plus-fixed-fee, firm-fixed-price, time-and-material contract award for modification exercises options to operate and support the Battlefield Airborne Communications Node System installed in aircraft E-11A, serial number 11-9001, in support of Overseas Contingency Operations from April 1, 2012 through Nov. 16, 2012. The locations of the performance are San Diego, Calif. (44 percent), Yorktown, Va. (56 percent). Work is to be completed by April 1, 2012. AFMC/ESC, Airborne Networks Division, Hanscom Air Force Base, Mass., is the contracting activity (FA8726-09-C-0010 Modification P00050).
LinQuest Corp., Los Angeles, Calif., is being awarded a $20,124,654 firm-fixed-price contract for the Military Satellite Communications, communications analysis, systems integration and engineering services bridge. The location of the performance is El Segundo, Calif. Work is to be completed by Dec. 31, 2012. SMC/MC, Los Angeles Air Force Base, El Segundo, Calif., is the contracting activity (FA8808-12-C-0001).
Lockheed Martin Corp., Colorado Springs, Colo., is being awarded a $9,199,396 cost-plus-fixed-fee, cost-plus-incentive-fee, cost-reimbursement contract to implement the technical refresh roadmap of ISC2 systems for the Communications Processing System. The location of the performance is Colorado Springs, Colo. Work is to be completed by Sept. 30, 2014. ESC/HSIK, Peterson Air Force Base, Colo., is the contracting activity (F19628-00-C-0019, P00247).
Lockheed Martin Corp., Moorestown, N.J., is being awarded a $7,377,392 cost-plus-fixed-fee contract for direct digital to high power analog conversion technology will enable the combining of digital to analog conversion and high power amplification into a single component technology realizing revolutionary advantages. The location of the performance is Moorestown, N.J. Work is to be completed by April 30, 2014. AFRL/PKDB, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-12-C-7219).
VIRGINIA CONTRACTING ACTIVITY
The Virginia Contracting Activity awarded a contract for support systems training services at the Regional Joint Intelligence Training Facility, Royal Air Force Molesworth, United Kingdom. The base year obligated amount is $6,189,259 and the base plus four option years total ceiling amount is $52,705,368. The winning contractor is Northrup Grumman Space & Mission Systems Corp., Herndon, Va. The end of the potential five-year period of performance is March 29, 2017 (HHM402-12-F-0058).
