CONTRACTS
AIR FORCE
General Atomics Aeronautical Systems, Poway, Calif., is being awarded a $38,398,042 firm-price-incentive-firm (FPIF) and firm-fixed-price (FFP) contract to procure two modified Block 1 MQ-9 Aircraft (FPIF) and two Aircraft Containers (FFP). The location of the performance is Poway, Calif. Work is expected to be completed November 2013. ASC/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-10-G-3038 0051).
The Boeing Co., St. Louis, Mo., is being awarded a $8,900,000 firm-fixed-price contract to acquire the provisioning data for the Enhance Wing Assembly (EWA). The provisioning data is used to establish the EWA components within the Air Force supply databases, which is used to generate requirements for spares procurements. The location of the performance is St. Louis, Mo. Work is expected to be completed Sept. 2, 2013. OO-ALC/GHAK, Hill Air Force Base, Utah, is the contracting activity (FA8202-12-C-0003).
CORRECTION: The Air Force contract awarded on Feb. 27, 2012 to Harris Corp., Government Communication Systems, Palm Bay, Fla. (FA8819-08-C-0002, P00041), was awarded to Lockheed Martin Space Systems Co., Sunnyvale, Calif. (FA8810-08-C0002, P00041).
NAVY
Rockwell Collins Simulation & Training Solutions, L.L.C., Cedar Rapids, Iowa, is being awarded a $37,584,481 firm-fixed-price, fixed-price-incentive-fee contract to conduct the E-2C weapon system trainer and simulated maintenance trainer modifications for software modifications and trainer obsolescence upgrades. These trainer modifications will support the E-2C program. Work will be performed in Norfolk, Va. (84 percent), and Point Mugu, Calif. (16 percent), and is expected to be completed in March 2017. Contract funds in the amount of $6,435,356 will expire at the end of the current fiscal year. This contract was competitively procured via an electronic request for proposals, with one offer received. The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity (N61340-12-C-0007).
Choctaw Manufacturing Defense Contractors*, McAlester, Okla., is being awarded a $24,429,031 firm-fixed-price delivery order to previously awarded 8(a) contract (M67854-09-D-5024) to supply 504 Medium Tactical Vehicle Replacement (MTVR) production chassis for MTVR trailers. The chassis will be manufactured in McAlester, Okla., and are expected to be completed in March 2013. Contract funds in the amount of $24,429,031 will not expire at the end of the current fiscal year. This contract was not competitively awarded. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.
Tyonek Services Corp.*, Anchorage, Alaska, is being awarded a $13,084,191 cost-plus-fixed-fee contract for depot-level maintenance services for aircraft, aircraft engines, and associated components/materials in support of the Fleet Readiness Center Southeast (FRC SE). Services to be provided include modernization, conversion, in-service repair, disassembly, and all other categories of aircraft depot level maintenance. Work will be performed at FRC SE Jacksonville, Fla. (82 percent); FRC SE Jacksonville Detachment, Oceana, Va. (13 percent); and Marine Corps Air Station, Beaufort, S.C. (5 percent). Work is expected to be completed in July 2012. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity (N61340-12-C-0009).
Deloitte Consulting*, L.L.P., Alexandria, Va., is being awarded an $11,993,873 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for strategic business analysis and transformation services for the Navy Recruiting Command, Millington, Tenn., and the Chief of Naval Personnel, Arlington, Va. Work will be performed in Alexandria, Va. (70 percent); Cleveland, Ohio (11 percent); Arlington, Va. (9 percent); Norfolk, Va. (8 percent); and Millington, Tenn. (2 percent). Work is expected to be completed Dec. 31, 2012. The contractor will receive an obligated minimum guarantee of $100,000 issued on this award for use on the first task order awarded against the contract. Applicable fiscal 2012 Operations and Maintenance Navy funds in the amount of $100,000 will expire at the end of the current fiscal year. This contract was procured on a sole-source basis. NAVSUP Fleet Logistics Center, Norfolk Contracting Department, Philadelphia Office, Pa., is the contracting activity.
The Survice Engineering Co.*, Belcamp, Md., is being awarded a $7,870,807 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for up to 55,460 hours of research and development analysis in support of air weapons systems survivability and lethality, systems safety, and modeling and simulation verification, validation and accreditation. Work will be performed in China Lake, Calif. (40 percent); Dayton, Ohio (40 percent); and Aberdeen, Md. (20 percent). Work is expected to be completed in March 2017. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured as a 100-percent small business set-aside via an electronic request for proposals, with one offer received. The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity (N68936-12-D-0015).
DEFENSE LOGISTICS AGENCY
Flightline Electronics, Inc., Victor, N.Y., was awarded a firm-fixed-price, sole-source contract with a maximum $14,319,450 for electronic parts kits. Other location of performance is England. Using service is Army. There was one solicitation with one response. Type of appropriation is fiscal 2012 Army Working Capital Funds. The date of performance completion is March 1, 2017. The Defense Logistics Agency Aviation, Redstone Arsenal, Ala., is the contracting activity (SPRRA1-12-D-0059).
ARMY
Design West Technologies, Inc., Tustin, Calif., was awarded an $11,675,830 firm-fixed-price indefinite-delivery/indefinite-quantity contract. The award will provide for the manufacture, test, and delivery services in support of the electronic thermal warning device for the lightweight 155mm Howitzer. Work will be performed in Tustin, Calif., with an estimated completion date of Feb. 18, 2017. The bid was solicited through the Internet, with four bids received. The U.S. Army Contracting Command, Picatinny Arsenal, N.J., is the contracting activity (W15QKN-12-D-0030).
General Dynamics Land Systems, Sterling Heights, Mich., was awarded an $11,122,367 cost contract. The award will provide for the modification of an existing contract to procure long lead material items in support of the production of M1A2S tanks. Work will be performed in Lima, Ohio, with an estimated completion date of Nov. 30, 2012. One bid was solicited, with one bid received. The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-11-C-0350).
GTSI Corp., Herndon, Va., was awarded a $10,129,199 firm-fixed-price contract. The award will provide for the CISCO Smartnet hardware maintenance services. Work will be performed in Herndon, Va., with an estimated completion date of Feb. 3, 2013. The bid was solicited though the Internet, with six bids received. The National Guard Bureau, Arlington, Va., is the contracting activity (W9133L-12-F-0029).
Manson Construction Co., Seattle, Wash., was awarded a $10,098,100 firm-fixed-price contract. The award will provide for the dredging services in support of Plaquemines Parish, La. Work will be performed in Orleans Parish, La., with an estimated completion date of April 27, 2012. The bid was solicited through the Internet, with one bid received. The U.S. Army Corps of Engineers, New Orleans, La., is the contracting activity (W912P8-12-C-0013).
MWH Americas, Inc., Broomfield, Colo., was awarded a $10,000,000 firm-fixed-price contract. The award will provide for the environmental support for the Mobile District, U.S. Army Corps of Engineers. Work location will be determined with each task order, with an estimated completion date of Feb. 7, 2017. The bid was solicited through the Internet, with 11 bids received. Goldbelt Hawk, L.L.C., Newport News, Va., was awarded a $9,990,048 firm-fixed-price contract. The award will provide for the procurement and installation services for a maintenance hole distribution system, Internet protocol routers, and combined enterprise regional information exchange secret backbone fiber optic cables. Work will be performed in Kandahar Air Field, Afghanistan, with an estimated completion date of Dec. 30, 2012. One bid was solicited, with one bid received. AeroVironment, Inc., Monrovia, Calif., was awarded an $8,852,535 cost-plus-fixed-fee contract. The award will provide for the modification of an existing contract to supply logistics services for the Small Unmanned Aircraft System. Work will be performed in Simi Valley, Calif., with an estimated completion date of Oct. 14, 2012. One bid was solicited, with one bid received. The award will provide for the modification of an existing contract to covert M2 machine guns into M2A1 configuration. Swanberg Construction, Inc., Valley City, N.D., was awarded a $6,790,433 firm-fixed-price contract. The award will for the flood protection construction services in support of the Devils Lake Flood Risk Management Project. DEFENSE THREAT REDUCTION AGENCY
George Mason University, Fairfax, Va., is being awarded a $7,568,564 cost contract for translational peptide research and development. Work will be performed at Fairfax, Va., and is expected to be completed February 2017. Contract funds will not expire at the end of the current fiscal year. Solicitation was by an open market broad agency announcement; one proposal was received. The Defense Threat Reducation Agency Fort Belvoir, Va., is the contracting activity (HDTRA1-12-C-0039).
