WASHINGTON (CNN) — A security pact between the U.S. and Iraqi governments will give U.S. troops the authority and the time they need to conduct operations and train Iraqi forces to a sufficient level before leaving the country, according to the Pentagon spokesman.

Geoff Morrell’s comments were some of the strongest yet in terms of the need for U.S. troops in Iraq after months of administration officials rejecting timetables for troop withdrawals from Iraq.

In a briefing to reporters Wednesday, Morrell said Defense Secretary Robert Gates was briefing Congressional members on the Status of Forces (SOFA) agreement between the two countries.
