Nations sign global cluster bomb ban

(CNN) — Representatives from more than 100 countries were gathered in Oslo, Norway on Wednesday to sign a global treaty to ban cluster bombs — a large, unreliable, and inaccurate weapon that often affects civilians long after the end of a war.

The all-day signing ceremony at Oslo City Hall follows a meeting in May, at which the 111 countries negotiated and formally adopted the Convention on Cluster Munitions.

Once the treaty is signed, it becomes binding in international law, said a representative for the Cluster Munition Coalition (CMC), an international group that works to protect civilians from cluster bombs.

Wednesday’s signing does not, however, include four of the biggest makers and users of cluster bombs, as cited by human rights groups — the United States, Russia, China, and Israel. They were not involved in the talks in May and did not sign the accord.
