According to Rep. John Mica, R-Fla., ranking member of the House Transportation and Infrastructure Committee, Democrats are awaiting the results of continuing talks between the FAA and the National Air Traffic Controllers Association (NATCA) over a contract the agency imposed last fall. If the negotiations, initiated by Congress in connection with the agency’s reauthorization, do not resolve differences, Democrats likely will include a clause in the FAA reauthorization bill that reintroduces the union’s 1998 contract conditions and gives controllers back pay retroactive to the end of that deal, said Justin Harclerode, minority spokesman for the committee.
