Bush prepares to veto congressional limits on military operations in Iraq. Today the Democratic Congress will send Bush a funding measure that mandates a timetable for withdrawing troops. Bush's rejection of it is prompting both sides to stage their actions for maximum dramatic effect, deploying symbols of patriotism and parading their military supporters in carefully orchestrated events. Democrats plan a rare Capitol Hill ``enrollment'' ceremony, featuring House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid, before sending the measure to the White House. Bush left the White House for a visit to the U.S. Central Command in Tampa, Florida, where he'll meet with military officers and reiterate his view that hasty withdrawal means defeat in Iraq. ``It's all about symbolism and theatrics at this point,'' said Allan Lichtman, a political science professor at American University in Washington. Exactly when and where Bush will carry out his promised veto was a closely guarded secret. The president was expected to move, however, before an afternoon meeting tomorrow with leaders of both houses -- likely with a high-profile flourish. `Mission Accomplished?' Democrats completed work on the $124.2 billion measure to fund Iraq combat operations on April 26. Seeking a public relations edge, they delayed sending the legislation to Bush until today -- the fourth anniversary of his visit to the aircraft carrier USS Abraham Lincoln, an event in which the president hailed the conclusion of the Iraq invasion against the backdrop of a banner that read: ``Mission Accomplished.'' In anticipation of an Iraq veto, Democratic leaders were distributing a memo to their members, urging them to record their own statements -- video, audio and print -- in advance of Bush's action so the messages can be released immediately in their home districts and states. Anti-war activists were working in tandem with the Democrats. ``There's nothing unclear about a presidential veto,'' said Tom Andrews, national director of Win Without War, a Washington-based umbrella group for organizations opposed to the Iraq war. ``The more people pay attention to this the weaker the president's hand is.'' Mobilization A coalition of anti-war groups, including MoveOn.org and Americans Against Escalation in Iraq, announced ``rapid response'' press conferences in at least two dozen states within 90 minutes of a veto. Among the scheduled participants: retired Army Major General John R.S. Batiste, who commanded the first Infantry division in Iraq between 2002 and 2005 and is now a war critic. Activists will hold ``hundreds'' of simultaneous rallies within 36 hours of the veto, said coalition spokeswoman Moira Mack.
