Also known as "fast track," it allows the president to submit trade deals to the House of Representatives and Senate for an up-or-down vote without amendments. But with Congress under opposition Democratic Party control, Mr. Bush may find it difficult to win approval for extending his trade authority, as well as a "yes" vote on future free-trade deals.
