CONTRACTS
NAVY
Raytheon Co., Tucson, Ariz., is being awarded $29,952,221 cost-plus-fixed-fee modification to previously awarded contract (N00024-10-C-5432) for fiscal 2012 design agent engineering services for the MK-31 rolling airframe missile guided missile weapon system. The MK-31 rolling airframe missile guided missile weapon system is a cooperative development and production program conducted jointly by the United States and the Federal Republic of Germany under memoranda of understanding. The support procured under this contract is required to maintain current weapon system capability, as well as resolve issues through design, systems, software maintenance, reliability, maintainability, quality assurance and logistics engineering services. Work will be performed in Tucson, Ariz., and is expected to be completed by September 2012. Contract funds in the amount of $342,272 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
Jones Lang LaSalle Americas, Inc., Washington, D.C., is being awarded a maximum $15,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the Navy's and Marine Corps' Enhanced Use Leasing Program. The work to be performed provides contractor support for the Navy and Marine Corps to enter into long-term leases with the private sector for Navy and Marine Corps owned properties that can be used for: maintenance, protection, alterations, repair improvement or restoration of property including environmental restoration; construction or acquisition of new facilities; facilities operations support; and provision of other services. The program seeks to maximize the financial value of the properties and leverage that value with private sector expertise to offset the cost of ongoing operations or obviate the need for capital investments. In order to maximize the financial value of the Navy's and Marine Corps' eligible properties, the Navy and Marine Corps require implementation of a formal process that shall identify, define, and rank sites that may qualify as potential Enhanced Use Lease projects. No task orders are being issued at this time. Work is estimated to primarily be performed in Washington, D.C. (80 percent); Hawaii (3 percent); Virginia (2 percent); Maryland (2 percent); Texas (2 percent); Florida (2 percent); Maine (1 percent); Calif. (2 percent); Conn. (1 percent); Georgia (1 percent); Washington (1 percent); Illinois (1 percent); Pennsylvania (1 percent); Indiana (1 percent), and is expected to be completed by January 2015. Contract funds in the amount of $10,000 are obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with six proposals received. The Naval Facilities Engineering Command, Atlantic, Norfolk, Va., is the contracting activity (N62470-12-D-5003).
Balfour Beatty Infrastructure, Inc., Wilmington, N.C., is being awarded a $10,715,000 firm-fixed-price contract for construction of entry point ramps, road, and Brewster Boulevard overpass at Marine Corps Base, Camp Lejeune. The work to be performed provides for the construction of approximately 11,500 feet of two, three and four lane highway from State Route 24 into the Marine Corp Base. This work includes the extensive earth work for ramps and overpass, construction of a box culvert for a pedestrian passage under the roads. It also includes a dual highway overpass with 72-inch modified bulb tee girders, precast deck panels and a concrete top slab. The work also includes removal of invasive species of trees and reestablishment of stream beds with stabilized banks and the construction of a new timber bridge to replace one culvert crossing. The contract also contains three unexercised options, which, if exercised would increase cumulative contract value to $16,106,120. Work will be performed in Jacksonville, N.C., and is expected to be completed by February 2013. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with six proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-12-C-7703).
MISSILE DEFENSE AGENCY
The Missile Defense Agency is announcing the award of a modification to contract HQOI47-11-C-0003 with Alliant Techsystems (ATK), Inc., Minneapolis, Minn., with an award value of $13,502,462. Under this contract, ATK will develop and test Solid Divert and Attitude Control Systems (SDACS) technologies of interest to the Missile Defense Agency. This contract represents part of the Missile Defense Agency's technology development strategy to improve performance and reduce risk for BMD interceptor divert and attitude control systems. This contract was a competitively awarded procurement. Work will be performed at Elkton, Md., from February 2012 through December 2012. Fiscal 2012 Research, Development, Test and Evaluation funds in the amount of $800,000 will be used to incrementally fund this effort. Contract funds will not expire at the end of the current fiscal year. This is not a Foreign Military Sale acquisition. The Missile Defense Agency, Huntsville, Ala., is the contracting activity.
DEFENSE ADVANCED RESEARCH PROJECTS AGENCY
Science Applications International Corp., McLean, Va., is being awarded a $7,949,078 cost-plus-fixed-fee contract (HR0011-12-C-0031). The contractor will provide a flexible Smartphone Mobile Ad-hoc Network, associated development, and test framework to ensure successful integration and validation of content-based Mobile Edge Networking technology developer solutions. Work will be performed in McLean, Va., and is expected to be completed by June 16, 2014. The Defense Advanced Research Projects Agency is the contracting activity.
DEFENSE LOGISTICS AGENCY
Pierce Manufacturing, Inc., Appleton, Wis., was awarded a firm-fixed-price contract with a maximum $7,092,251 for fire fighting vehicle pumpers. There are no other locations of performance. Using service is Army. There were three solicitations made with three responses. Type of appropriation is Defense Working Capital Fund MIPR. The date of performance completion is Nov. 28, 2012. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM8EC-11-D-0062-0009).
