LICENSING BOARD SOLICITS STATEMENTS REGARDING LEVY COUNTYNEW NUCLEAR REACTOR APPLICATION, PUBLIC SESSION JAN 12, 2012The Atomic Safety and Licensing Board (ASLB), which is handling the challenge to Progress Energy Florida’s application to construct and operate two new nuclear power reactorsin Levy County, Fla., has scheduled a meeting to hear statements from the public. The meetingwill be held on Jan. 12, 2012, in Crystal River, Fla. The ASLB is the independent body within the Nuclear Regulatory Commission (NRC)that rules on legal challenges to proposed licensing actions.Progress submitted an application July 30, 2008, to construct and operate two newnuclear reactors at the Levy County site, about 10 miles northeast of Crystal River. The NuclearInformation and Resource Service, the Ecology Party of Florida and the Green Party of Floridafiled a legal challenge opposing the application. The groups allege that Progress and the NRCstaff failed to adequately analyze and discuss the environmental impacts of the proposed reactorson wetlands, floodplains, special aquatic sites, and other waters associated with the site. Progressand the NRC staff deny these allegations.The ASLB will accept oral statements on Jan. 12 from 1 to 4 p.m. and 7 to 10 p.m., at thePlantation Inn, 9301 West Fort Island Trail. Limited appearance statements allow members ofthe public (who are not formal parties to the adjudication) to comment on the proceeding. They are meant to inform and assist the ASLB in considering the legal challenge in question. Members of the public who wish to make oral statements at the meeting are asked to pre-register on or before Jan. 5. Pre-registered members of the public will receive priority to speak. Pre-registration requests should specify the session (afternoon or evening) at which the requesterwishes to make an oral statement. In addition to the opportunity to make oral statements on Jan. 12, members of the public mayalso submit written statements to the ASLB. Written statements should be submitted to the samee-mail addresses and regular mail addresses specified above. Written statements may besubmitted at any time prior to the commencement of the ASLB’s formal adjudicatory hearing, which is currently expected to occur in the Fall of 2012. The ASLB requests and advises those attending the comment sessions to arrive early toallow time for security screening. The ASLB also requests attendees to avoid bringingunnecessary hand-carried items, such as packages, briefcases, backpacks, or other items thatmight need individual examination. Attendees will not be able to store such items outside therooms, and items requiring inspection could delay a person’s admission to a session. In order to promote decorum and civility, and to all allow interested persons a fair opportunity to speak, theNRC’s rules for the public comment sessions limit signs to 18 by 18 inches, and signs may notbe attached to sticks, held above one’s head, or moved about in the room.
