CONTRACTS
AIR FORCE
Lockheed Martin Space Systems Corp., Sunnyvale, Calif., is being awarded a $312,200,000 cost-plus-incentive-fee contract modification for engineering support for the Advanced Extremely High Frequency (AEHF) satellite program from Dec. 1, 2011 to Dec. 31, 2014. Support is provided for on-orbit anomaly resolution and investigation, flight and payload software sustainment following the completion of on-orbit test, Networked AEHF System Tested tool sustainment, mission control familiarization, and development test. Additional supported tasks including hardware, software, training and logistics support, technical order maintenance, system security and information assurance engineering, coordination with the Milstar O&M contractor, satellite database updates for Milstar and AEHF, and on-site technical support for satellite operations at Schriever Air Force Base, Colo., and Vandenberg Air Force Base, Calif., as well as support for AEHF and Milstar combined constellation integration transition and test activities. Work will be performed at Redondo Beach, Calif., and is expected to be completed Dec. 31, 2014. The Air Force Space and Missile Systems Center, Military Satellite Communications Systems Directorate, Los Angeles, Calif., is the contracting activity (F04701-02-C-0002, P00454).
Boeing Co., St. Louis, Mo., is being awarded a $125,917,979 firm-fixed-price contract for a quantity of 4,977 Lot 16 Guided Vehicle kits procured for Joint Direct Attack Munition (JDAM) purposes. The JDAM weapon system provides the Air Force and Navy with an improved aerial delivery capability for existing 500-, 1,000-, and 2,000-pound bombs. The JDAM is a strap-on kit with Inertial Navigation System/Global Positioning System capability. This procurement action is an option exercised as a separate contract. Work will be performed at St. Charles, Mo., and is expected to be completed May 31, 2014. ACC/EBDK, Eglin Air Force Base, Fla., is the contracting activity (FA8681-12-C-0160).
GCC/Thomco 1, L.L.C., J.V., Fort Walton Beach, Fla., and CCI Group, L.L.C., Shalimar, Fla., are being awarded a $10,000,000 indefinite-delivery/indefinite-quantity contract to contract for Simplified Acquisition of Base Engineering Requirements maintenance, repair, and minor construction efforts. Work will be performed at Eglin Air Force Base, Fla. AAC/PKO, Eglin Air Force Base, Fla., is the contracting activity (FA2823-10-D-0001 and FA2823-10-D-0002).
Northrop Grumman, Clearfield, Utah, is being awarded a $9,637,631 cost-plus-award-fee contract modification to continue in calendar year 2012 with contractor deployment and installation of updated Environmental Control System kits at intercontinental ballistic missile (ICBM) Wings I, III, and V according to the ICBM Program integrated master schedule. Work will be performed at Clearfield, Utah, and is expected to be completed Sept. 30, 2012. AFNWC/PKME, Hill Air Force Base, Utah, is the contracting activity (F42610-98-C-0001).
NAVY
Charles Stark Draper Laboratories, Inc., Cambridge, Mass., is being awarded a $120,818,538 modification (PE0003) under previously awarded firm-fixed-price, fixed-price-incentive, cost-plus-incentive-fee contract (N00030-11-C-0014) to provide Trident II (D5) Guidance System micro circuit wafers and Strategic Systems Programs alterations materials. Work will be performed in Pittsfield, Mass. (83.5 percent); Cambridge, Mass. (7 percent); Honeywell, Inc., Clearwater, Fla. (5 percent); Terrytown, N.Y. (2.4 percent); El Segundo, Calif. (1.1 percent); and other places yet to be determined (less than 1 percent). Work is expected to be completed Dec. 31, 2015. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. Strategic Systems Programs, Washington, D.C., is the contracting activity.
Lockheed Martin Mission Systems and Sensors, Owego, N.Y., is being awarded an $85,137,344 firm-fixed-price modification to a previously awarded advance acquisition contract (N00019-11-C-0020) to provide for the procurement of end-of-life components and long lead materials and associated efforts required for the production and delivery of 24 MH-60R Mission Avionics Systems and common cockpits for the Royal Australian Navy under the Foreign Military Sales Program. Work will be performed in Farmingdale, N.Y. (53 percent); Owego, N.Y. (32 percent); Ciudad Real, Spain (5 percent); Victor, N.Y. (4 percent); St. Charles, Mo. (3 percent); Lewisville, Texas (1 percent); Windsor Locks, Conn. (1 percent); and various locations throughout the United States (1 percent). Work is expected to be completed in March 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
Northrop Grumman Electronic Systems - Marine Systems, Sunnyvale, Calif., is being awarded an $83,238,384 firm-fixed-price, cost-plus-incentive-fee, cost-plus-fixed-fee contract to provide fiscal 2012 ongoing support for the TRIDENT II (D-5) deployed SSBN and the SSGN Underwater Launcher Systems; Engineering Refueling Overhaul shipyard support; spares procurement; United States and United Kingdom launcher trainer support; Vertical Support Group E-mount and shim procurement; TRIDENT II (D-5) missile tube closure production; Launcher Initiation System (LIS) Critical Design Review and Nuclear Weapons Safety and Security Review; TRIDENT II (D-5) missile hoist overhaul; underwater launch technology support; U.S. and U.K. Strategic Systems Programs alterations and non-compliance report projects; gas generator refurbishment and case hardware production; LIS Trainer Shipboard Systems Integration Increment 11 conversion; and ancillary hardware and spares. Technical engineering services and container production restart efforts for the New Strategic Arms Reduction Treaty will also be included. Additionally, this effort will also include technical engineering services to support the Advanced Launcher Development Program and Common Missile Compartment concept development and prototyping effort for the U.S. and U.K. This contract contains options, which, if exercised, will bring the contract value to $123,050,909. Work will be performed in Sunnyvale, Calif. (80 percent); Bangor, Wash. (10 percent); and Kings Bay, Ga. (10 percent). Work is expected to be completed Sept. 30, 2012. With options exercised, work will continue through Sept. 30, 1014. Contract funds in the amount of $45,300,000 will expire at the end of the current fiscal year. The contract was not competitively procured. Strategic Systems Programs, Washington, D.C., is the contracting activity (N00030-12-C-0015).
Huntington Ingalls, Inc., Pascagoula, Miss., is being awarded a $46,079,303 contract modification to previously awarded contract (N00024-06-C-2304) to procure long lead time material and related support for DDG 1002 products construction. Work will be performed in Pascagoula, Miss. (28 percent); Benicia, Calif. (24 percent); Burns Harbor, Ind. (10 percent); Corona, Calif. (9 percent); Monroe, Conn. (4 percent); Deerpark, Texas (3 percent); Patterson, N.J. (3 percent); and other various locations with less than 1 percent of the total (19 percent). Work is expected to complete by March 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
Interstate Electronics Corp., Anaheim, Calif., is being awarded a $42,896,188 cost-plus-incentive fee, cost-plus-fixed-fee contract to provide fiscal 2012 and 2013 United States and United Kingdom Lead System Integrator support. This contract contains an option, which, if exercised, will bring the contract value to $85,775,846. Work will be performed in Anaheim, Calif. (77.2 percent), and Cape Canaveral, Fla. (22.8 percent), and is expected to be completed Sept. 30, 2012. With the option year exercised, work will continue through Sept. 30, 2013. Contract funds in the amount of $36,999,163 will expire at the end of the current fiscal year. This contract was not competitively procured. The Bilbro Construction Co., Inc.*, San Diego, Calif., is being awarded $11,581,179 for firm-fixed-price task order 0005 under a multiple award construction contract (N62473-09-D-1653) for repair and renovation to Bachelor Officer Quarters (BOQ) 802 and 803 at Naval Air Station Lemoore. The work to be performed provides for the design and construction to upgrade and repair the existing BOQs to meet current building codes; Unified Facilities Criteria standards; Leadership in Energy and Environmental Design and energy code requirements; Architectural Barriers Act/Americans with Disabilities Act standards; Federal Emergency Management Agency, Tri-service Seismic design criteria; and antiterrorism force protection standards. The planned modification provides for furniture, fixtures, and equipment for the buildings. Work will be performed in Lemoore, Calif., and is expected to be completed by March 2013. Contract funds in the amount of $11,581,179 will expire at the end of the current fiscal year. Seven proposals were received for this task order. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.
DEFENSE LOGISTICS AGENCY
MLDC Government Services Corp.*, Moscow, Idaho, was issued a modification on contract SP0600-12-D-4009/P00002. The award is a fixed-price with economic price adjustment contract with a maximum $8,428,800 for fuel. Other location of performance is Joint Base Elmendorf-Richardson. Using services are Army and Air Force. There were 13 responses to the solicitation. Type of appropriation is fiscal 2012/2015 Defense Working Capital Funds. The date of performance completion is Sept. 30, 2015. The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity.
