NAVY
Raytheon Network Centric Systems, St. Petersburg, Fla., is being awarded a $67,407,373 modification to previously awarded contract (N00024-08-C-5202) for design agent and engineering support services in support of the Cooperative Engagement Capabilities (CEC) Program. CEC is a sensor netting system that significantly improves battle force anti-air warfare capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. CEC improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. Work will be performed in St. Petersburg, Fla. (90 percent), and Largo, Fla. (10 percent), and is expected to be completed by September 2012. This contract action combines purchases for the U.S. Navy (50 percent), and the government of Australia (4 percent) under the Foreign Military Sales Program. Contract funds in the amount of $8,438,928 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
DRS C3 & Aviation Co., Herndon, Va., is being awarded a $48,459,005 modification to a previously awarded firm-fixed-price contract (N00019-11-C-0011) to exercise an option for logistics services in support of E-6B aircraft, to include management of government-owned inventory and material support of aircraft. In addition, this option provides for residual spares from other 707 derivative programs, including VC-137, C-18. Work will be performed at Tinker Air Force Base, Okla. (70 percent); Naval Air Station, Patuxent River, Md. (10 percent); Travis Air Force Base, Calif. (10 percent); and Offutt Air Force Base, Neb. (10 percent). Work is expected to be completed by November 2012. Contract funds in the amount of $ 6,686,529 will expire at the end of the current fiscal year. Rockwell Collins, Inc., Cedar Rapids, Iowa, is being awarded a $45,374,000 modification to a previously awarded firm-fixed-price, cost-plus-fixed-fee contract (N00019-10-C-0067) to exercise an option for labor, facilities, equipment, and material required to develop and produce A-kits and B-kits for the Block I modification of three low rate initial production E-6B aircraft. In addition, this modification provides for associated training and support systems to achieve initial operational capability. Work will be performed in Oklahoma City, Okla. (50 percent); Richardson, Texas (40 percent); and Patuxent River, Md. (10 percent). Work is expected to be completed by December 2013. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
L-3 Services, Inc., Norfolk, Va. (N50054-12-D-1205), and Delphinus Engineering Inc., Norfolk, Va. (N50054-12-D-1206), are each being awarded a $20,292,297 time-and-material, indefinite-delivery/indefinite-quantity multiple award contract for production support and maintenance onboard Navy vessels or other military-type vessels, including submarines. Specific technical requirements include: providing qualified technicians and tradesman to perform onboard repairs and refurbishment; providing teams of qualified journeymen level mechanics and technicians to accomplish repairs onboard vessels for planned or emergency work; and providing subcontracting capabilities, administration, and management to accomplish repairs. The majority of work will be accomplished primarily in Norfolk Naval Shipyard, but may be accomplished within a 75-mile radius of Norfolk Naval Shipyard, Portsmouth, Va. The contract is being awarded for the base year, with the potential for two option years. Work will be performed in Norfolk, Va., and is expected to be completed by November 2012. Each contractor will receive a minimum guarantee of $75,167 at time of award. Contract funds in the amount of $150,334 will expire at the end of the fiscal year. This multiple award contract was competitively procured via the Navy Electronic Commerce Online, with eight offers received. The Norfolk Ship Support Activity, Norfolk, Va., is the contracting activity.
Electric Boat Corp., Groton, Conn., is being awarded an $18,906,366 fixed-price incentive fee modification to a previously awarded undefinitized contract action (N00024-03-C-2101) for warranty work on USS New Hampshire (SSN 778). The work was performed in Groton, Conn. (99 percent), and Quonset Point, R.I. (1 percent), and is expected to be completed by June 2011. Contract funds will not expire at the end of the current fiscal year. Supervisor of Shipbuilding Conversion and Repair, Groton, Conn., is the contracting activity.
SEDNA Digital Solutions, L.L.C., Manassas, Va., is being awarded a $13,342,090 modification to previously awarded contract (N00024-08-C-6203) for professional support services to Team Submarine in support of engineering services and support for the development, integration, test, demonstration and certification of a high fidelity front end simulation for common processing systems, providing improved technology for Navy High Fidelity Sensor Level Stimulation and Common Processing System in support of USS Virginia class submarines and other submarine/surface ship systems. These services will provide for the continued engineering, fabrication, test, installation, and training services for the analysis, design and, prototyping of components related to open architecture concepts for an improved capability for both legacy and future variants of Navy acoustic systems. This effort includes exploring new approaches to high fidelity stimulation for testing sensor interfaces and processing, as well as developing new or augmenting existing capabilities as required to meet the acoustic processing needs for the Navy's submarine sonar systems. Technology insertions and advanced processing builds are bi-annual updates to the existing sonar configurations installed on US Navy Submarines. Work will be performed in Manassas, Va., and is expected to be completed by June 2013. Funds in the amount of $1,200,000 will be provided at time of contract award. Contract funds in the amount of $1,200,000 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, D.C., is the contracting activity.
Smiths Detection, Inc., Edgewood, Md., is being awarded a $9,356,571 firm-fixed-price, cost-plus-fixed-fee contract for production of three Meteorological Mobile Facility (Replacement) Next Generation (METMF[R] NEXGEN) systems; one METMF(R) NEXGEN training system; and associated engineering services and technical data. The METMF(R) NEXGEN system is a mobile meteorological and oceanographic weather information system that enables Marine Corps personnel to generate, collect, and correlate weather data to provide the best environmental picture in support of ongoing and future military operations. This contract includes options, which if exercised, would bring the cumulative value of this contract to an estimated $12,708,242. Work will be performed in Edgewood, Md. (90 percent), and Dallastown, Pa. (10 percent), and is expected to be completed by January 2013. With all options exercised, work could continue until September 2014. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity (N00039-12-C-0089).
The Boeing Co., St. Louis, Mo., is being awarded an $9,201,764 firm-fixed-price modification to a previously issued basic ordering agreement (N00019-11-G-0001) to exercise an option to provide integrated logistics and engineering services support for the Harpoon and Standoff Land Attack Missile Expanded Response Missile System and Harpoon Launch Systems for the U.S. Navy and the governments of various foreign military sales customers. Work will be performed in St. Charles, Mo. (91.17 percent); St. Louis, Mo. (5.43 percent); Yorktown, Va. (2.64 percent); Point Mugu, Calif. (0.71 percent); and Oklahoma City, Ok. (0.05 percent), and is expected to be completed by November 2013. Contract funds in the amount of $3,296,312 will expire at the end of the current fiscal year. This modification combines purchases for the U.S. Navy (35.82 percent); and, under the Foreign Military Sales Program, the governments of Korea (8.22 percent), Turkey (6.94 percent), Taiwan (5.06 percent), Japan (4.72 percent), Egypt (4.62 percent), Greece (3.88 percent), United Kingdom (3.63 percent), Pakistan (3.07 percent), Australia (2.97 percent), Chile (2.76 percent), Canada (2.24 percent), Saudi Arabia (2.34 percent), Israel (2.04 percent), Singapore (2.03 percent), Thailand (1.45 percent), Bahrain (1.24 percent), United Arab Emirates (1.10 percent), Germany (1.09 percent), Netherlands (1.09 percent), Portugal (0.82 percent), Kuwait (0.81 percent), Malaysia (0.76 percent), Oman (.74 percent), and Denmark (.55 percent).
