George Forgie talked about the evolution of President Abraham Lincoln's views on slavery, and the political and legal factors Lincoln considered before issuing the Emancipation Proclamation. President Lincoln issued the preliminary Emancipation Proclamation on September 22, 1862, ordering the emancipation of all slaves in any Confederate state that did not return to the Union by January 1, 1863. No Confederate states returned, and Lincoln signed and issued the Emancipation Proclamation. This lecture was from Professor Forgie's class at the University of Texas at Austin.
