S.Con.Res. 28 - A concurrent resolution authorizing the use of Emancipation Hall in the Capitol Visitor Center for an event to award the Congressional Gold Medal, collectively, to the 100th Infantry Battalion, 442nd Regimental Combat Team, and the Military Intelligence Service, United States Army, in recognition of their dedicated service during World War II (Sen. Inouye - House Administration)
S. 846 - To designate the United States courthouse located at 80 Lafayette Street in Jefferson City, Missouri, as the Christopher S. Bond United States Courthouse (Sponsored by Sen. Roy Blunt - Transportation and Infrastructure)
H.R. 2943 - Temporary Assistance for Needy Families Extension (Rep. Davis (KY) - Ways and Means)

H.Res. 405 - Rule providing for consideration of H.R. 2608 - Continuing Appropriations Act, 2012 (Rep. Rogers (KY) – Appropriations) (One hour of debate) The Rules Committee has recommended a closed Rule that provides one hour of general debate equally divided between the Chair and Ranking Member of the Committee on Appropriations. The closed Rule makes in order no amendments and waives all points of order against the legislation. Furthermore, by choosing to attach the Continuing Resolution to another vehicle, the GOP Leadership has also precluded anyone in the House from being able to offer any amendments. This rule means that Democrats can offer no amendments and cannot offer a motion to recommit/amend. Members are urged to VOTE NO on the Rule.

Motion to concur in the Senate amendment to H.R. 2608 , with an amendment - Continuing Appropriations Act, 2012 (Rep. Rogers (KY) – Appropriations) The amendment to H.R. 2608 that is made in order under the Rule would provide for the continuing funding of Government operations, agencies and programs through November 18, 2011. The funding provided in this Continuing Resolution would be extended at approximately 98.5% of the FY 2011 discretionary level for agencies and programs unless the measure specifies otherwise. This approximate 1.5% cut seeks to bring the level of funding in line with the cap in the Budget Control Act, which placed FY 2012 discretionary spending at $1.043 trillion.

The bill also provides $3.65 billion in disaster relief funding, with $1 billion designated as FY11 money. This funding number is $1.8 billion less than the Administration request for disaster funds in FY 12, and $3.25 billion less than the Senate-passed bill which included 10 Republican Senators supporting the higher level of funding for FEMA and other disaster related programs.

Despite the practice of the previous administration declaring disaster funding as emergency spending and not offsetting emergency spending, this bill would offset the $1 billion in FY11 disaster relief funding using a program that is a job-creator. The offset is a $1.5 billion cut from the Advanced Technology Vehicle Manufacturing Program (ATVM). The money in this program is responsible for thousands of American jobs and helps automakers and auto parts suppliers build next generation vehicles that will comply with increased mileage and emissions standards, and ensure that the domestic auto manufacturers have the capacity to make these technologies in America rather than import them from China and other countries.

This is a dangerous cut that will affect American jobs and another example of the Republicans inability to compromise, and the continuation of their no jobs agenda. Members are urged to VOTE NO on H.R. 2608.

The GOP Leadership has announced the following schedule for Thursday, September 22: The House will meet at 12:00 p.m. for legislative business. The House is expected to begin consideration of H.R. 2401 - Transparency in Regulatory Analysis of Impacts on the Nation Act of 2011 (Rep. Sullivan – Energy and Commerce)
