WASHINGTON (MarketWatch) -- President Obama plans to unveil his new economic stimulus plan in a prime-time speech to Congress on Wednesday, Sept. 7, White House spokesman Jay Carney said Wednesday. "The President feels we are at a moment when we need to take significant action to spur economic growth and to create jobs," Carney said. The speech is now scheduled at the same time as a scheduled debate among Republican presidential candidates. Carney said the Republican debate was "one of many" and was not enough not to have the speech on Wednesday.
