NRC ADVISORY COMMITTEE ON REACTOR SAFEGUARDS TO MEETSEPT. 8-10 IN ROCKVILLE, MD; NEW MEMBER APPOINTEDThe Nuclear Regulatory Commission’s Advisory Committee on Reactor Safeguards(ACRS) will hold a public meeting Sept. 8-10 in Rockville, Md., to discuss several issues ofinterest. Meeting topics include:Near-term task force report regarding the events at the Fukushima Dai-Ichi site in JapanTechnical basis and rulemaking language associated with low-level wasted disposal and site-specific analysisSafety evaluation report associated with revisions to the AP1000 reactor design control document amendment and revisions to the US advanced pressurized water reactor design certificationComanche Peak proposed nuclear reactor combined license applicationDraft revision to the regulatory guide on protection against turbine missiles at nuclear plantsThe meeting will be held in Room T2-B1 in the Two White Flint North buildingat NRC Headquarters at 11545 Rockville Pike, Rockville, Md. The sessions on Sept. 8 and 9 willrun from 8:30 a.m. to 7 p.m., and on Sept. 10 from 8:30 a.m. to 1:30 p.m.Portions of the meeting may be closed to discuss information that includes classified,proprietary, or personnel matters. For video conferencing services, contact Theron Brown, at (301) 415-8066.The Commission recently appointed Mr. Gordon (Dick) Skillman to the ACRS for afour-year term. Skillman, a professional engineer for more than 45 years, has significant expertise in nuclear power plant design, operations and organizational systems of commercial nuclear power sites. He has served on nuclear safety oversight boards and councils for manyyears and has been directly involved in actions at 25 of the 104 commercial nuclear plants in the United States. He earned his reactor operator’s license and senior reactor operator’s license from the U.S. Atomic Energy Commission, and served on the nuclear merchant ship USS Savannah as a reactor operator, steam plant operator, health physicist and water chemist. Upon completion of his sailing obligation, he joined the Babcock and Wilcox Company,where he contributed as an engineer and manager for the Nuclear Power Generation Division in Lynchburg, Va. and Mannheim, Germany. He was an immediate responder to the Three Mile Island, Unit 2 (TMI-2) accident, served on the stabilization and clean-up team for TMI-2 under both Babcock and Wilcox and GPU Nuclear Corp. He also served as a director in multiplepositions at the operational Three Mile Island nuclear plant, Unit 1(TMI-1). Following the sale ofTMI-1, Skillman establish Skillman Technical Resources, Inc where he served as its president and principal officer providing consultation and oversight services to the nuclear industryincluding response to the Davis Besse vessel head degradation event, the design and construction of the national enrichment facility in Hobbs, New Mexico and the preparation of the application for the renewal amendment of the design certification for the US ABWR. Skillman received a bachelor’s degree in marine engineering from the United States Merchant Marine Academy. For the past four decades, his primary technical focus was onnuclear steam system supplier design, fluid system design, heat transfer and fluid flow, and hisconsulting focus has been effectiveness of nuclear-plant engineering organizations and process. Skillman is a registered professional engineer in Pennsylvania and Virginia.
