Memorandum of Understanding Signed Between the U.S. Department of State and Webb County Sheriff's Office

Assistant Secretary of State for the Bureau of International Narcotics and Law Enforcement Affairs (INL) Ambassador William R. Brownfield signed a Memorandum of Understanding (MOU) with the Webb County Sheriff’s Office in Laredo, Texas on August 17, 2011. This MOU will enable INL to expand its partnership with U.S. law enforcement agencies to meet the increasing demand to train, advise and mentor foreign law enforcement officers as part of the Department of State’s ongoing mission to strengthen law enforcement capacity across the world’s criminal justice systems.
The jurisdiction of the Webb County Sheriff’s Office encompasses the Southwest border of Texas, across from Nuevo Laredo, Mexico. This Sheriff’s Office has developed critical partnerships with the Laredo Police Department, the Texas Department of Public Safety, U.S. Immigration and Customs Enforcement (ICE), U.S Customs and Border Protection, and the U.S. Border Patrol to address the significant national security challenges on our southern border. As such, Webb County is well poised to assist INL in international law enforcement development initiatives by providing advisory support, technical assistance and training to partner nations.
This collaboration with the Webb County Sheriff’s Office represents an ideal opportunity to expand and refine the U.S. Government’s international training and development capabilities.
