**Members are advised that the House is expected to recess following one minute speeches. The House will reconvene at approximately 1:00 p.m. and take postponed votes on bills considered under suspension of the Rules. Following that series, the House will begin 40 minutes of debate on H.R. 2693 – The Budget Control Act (Rep Dreier – Rules)

H.R. 2693 – The Bipartisan Budget Control Act, as amended (Rep. Dreier - Rules) This bill is a longer term solution to the debt limit crisis. Instead of the Boehner default plan, which would force the Congress into a similar standoff just months from now, this bipartisan Reid plan would provide for a debt limit increase, dollar for dollar with reductions in spending, which would allow the economy and global markets to have certainty through the next election.
This bill is proof that Democrats have come to the table to compromise. It contains the following:
Statutory caps on security and non-security discretionary spending.
$1 trillion in savings from winding down the wars
Other spending savings from the ‘Biden Group’
Joint committee on deficit reduction with fast track vote on recommendations
McConnell plan to tie debt limit increases to fast tracked resolutions of disapproval.
$2.4 trillion in deficit reduction matches $2.4 trillion increase in debt limit
Full funding for Pell grants for 3 years
$0 in revenues
This plan incorporates ideas from both sides of the aisle. It protects Medicare and Social Security. It does not contain 1 dollar of revenues. It also contains savings from the winding down of multiple wars. The total savings of this legislation are approximately $2.4 trillion, according to the non-partisan Congressional Budget Office. The bipartisan Reid plan is the responsible plan, in that it provides certainty to the global economy, could preserve the AAA credit rating of the United States, and saves over $1 trillion dollars more than the Speaker Boehner short term plan.

Republicans continue to show that they are more instead in pursuing ideological goals and engaging in brinksmanship, than coming together to solving problems. They have rigged the Rules so that this plan is guaranteed to fail, by requiring a 2/3 vote to pass.

Democrats have consistently shown we are willing to compromise. This legislation is a compromise plan, with Republican and Democratic ideas incorporated into it. With 3 days left until the United States defaults on its obligations, this plan is the only responsible plan that has been put forth by either side. Members are urged to VOTE YES.
