The House will convene at 10:00 a.m. and recess immediately. At approximately 11:00 a.m., the House will convene in a Joint Meeting with the Senate for the purpose of receiving an address from The Honorable Benjamin Netanyahu, Prime Minister of Israel.

Following the address, the House is expected to recess until approximately 12:45 p.m. for legislative business.

Suspension (1 Bill)
House amendment to S. 990 - To provide for an additional temporary extension of programs under the Small Business Act and the Small Business Investment Act of 1958 (Sen. Landrieu - Small Business) The amended text provides for an extension of SBA authority and SBIR/STTR programs through September 30, 2011.
H.Res. 269 - Rule providing for consideration of H.R. 1216 - To amend the Public Health Service Act to convert funding for graduate medical education in qualified teaching health centers from direct appropriations to an authorization of appropriations (Rep. Guthrie - Energy and Commerce) and general debate of H.R. 1540 - National Defense Authorization Act for Fiscal Year 2012 (Rep. McKeon – Armed Services) (One Hour of Debate) The Rules committee has recommended a Rule which would provide for both the consideration of H.R. 1216 and only general debate of H.R. 1540.

H.Res. 269 would provide for 1 hour of general debate to H.R. 1216, equally divided between the Chair and Ranking Member of the Committee on Energy and Commerce. The Rule also allows any amendment submitted and printed in the previous day’s Congressional Record to be considered on the Floor, allows pro forma amendments, and also provides one motion to recommit, with or without instructions. H.Res. 269 also provides one hour of general debate on H.R. 1540, equally divided between the Chair and Ranking Member of the Committee on Armed Services. The Rule only deals with general debate. A second Rule for amendments to H.R. 1540 is expected to be considered on the Floor tomorrow.

Finally, the Rule provides martial-law authority to consider a Rule on the Floor the same day it is reported out of the Rules committee, without having met the House layover requirements. This martial-law authority would be in place through Friday of this week for any legislation relating to the Patriot Act, which expires on Friday, May 27.

H.R. 1216 - To amend the Public Health Service Act to convert funding for graduate medical education in qualified teaching health centers from direct appropriations to an authorization of appropriations (Rep. Guthrie - Energy and Commerce) H.R. 1216 would convert funding, used for establishing new or expanding programs for medical residents in teaching health centers, from mandatory funding to an authorization of appropriations. This grant program was enacted as part of the Affordable Care Act. H.R. 1216 also authorizes $46 million annually for the period FY 2012 to FY 2015 for this grant program. Additionally, any unobligated funds previously appropriated to the grant program would be rescinded.

This bill exacerbates the current problem of not enough Doctors and staff in medical facilities. Also, it does not create jobs and continues the GOP Leadership’s pattern of pursuing an ideological agenda and focusing on the wrong priorities.

Begin Consideration of H.R. 1540 - National Defense Authorization Act for Fiscal Year 2012 (Rep. McKeon – Armed Services) H.R. 1540 would provide for the authorization of funding for the Department of Defense and other related agencies, programs, and operations for fiscal year 2012. It provides for a total of $690 billion for the entire fiscal year.

In addition to authorizing all operations at the Pentagon, as well as military operations overseas, the bill also includes some policy additions/restrictions, including: a restriction of funds used for the transfer of Guantanamo detainees to U.S. soil ; prohibiting the Pentagon from implementing a repeal of the "Don't Ask, Don't Tell" policy until the chiefs of the Army, Air Force, Navy and Marines certify that the change would not be harmful to the military; expanding current policy on the ‘Authorized Use of Military Force’ (AUMF) to give the current and future administrations the ability to prosecute military action against any terrorist-affiliated group anywhere in the world.
