Maj. Gen. Thomas W. Spoehr, director, force development, Office of the Deputy Chief of Staff, G-8, U.S. Army, Washington, D.C., to deputy commander (support), U.S. Forces-Iraq, Operation New Dawn, Iraq.
Brig. Gen. William E. Rapp, who has been selected for the rank of major general, commandant of cadets, U.S. Military Academy, West Point, N.Y., to deputy commander - support, U.S. Forces - Afghanistan, Operation Enduring Freedom, Afghanistan.
Brig. Gen. Thomas A. Harvey, commanding general, 19th Sustainment Command (Expeditionary), Eighth U.S. Army, to deputy commanding general, U.S. Army Sustainment Command, Rock Island, Ill.
Brig. Gen. John M. Murray, director, Joint Center for Operational Analysis-Lessons Learned, U.S Joint Forces Command, Suffolk, Va., to assistant deputy director for joint training, J-7, The Joint Staff, Suffolk, Va.
Brig. Gen. Warren E. Phipps Jr., deputy commanding general (support), 101st Airborne Division (Air Assault)/Combined Joint Task Force-101, Operation Enduring Freedom, Afghanistan, to deputy director for regional operations, J-3, The Joint Staff, Washington, D.C.
Brig. Gen. Kelly J. Thomas, assistant division commander (support), 2d Infantry Division, Eighth U.S. Army, Korea, to assistant commander, police development, Combined Security Transition Command - Afghanistan, Operation Enduring Freedom, Afghanistan.
Col. Mark S.
