H.Res. 93 - Rule providing for consideration of the Senate Amendment to H.R. 514 - To extend expiring provisions of the USA PATRIOT Improvement and Reauthorization Act of 2005 and Intelligence Reform of Terrorism Prevention Act of 2004 relating to access to business records, individual terrorists as agents of foreign powers and roving wiretaps until May 27, 2011 (Rep. James Sensenbrenner – Judiciary/Intelligence) (One Hour of Debate) The Rules Committee has recommended a closed Rule, allowing for no amendments to the legislation. The Rule makes in order a motion by the Chairman of the Judiciary Committee to concur in the Senate amendment to H.R. 514. The resolution provides for 40 minutes of debate for the Judiciary Committee and 20 minutes of debate for the Permanent Select Committee on Intelligence.

Continue Consideration of H.R. 1 – Fiscal Year Continuing Appropriations Act for FY2011 (Rep. Rogers (KY) – Appropriations)H.R. 1 is a continuing resolution that would fund federal departments and agencies for fiscal year 2011. It provides $1.029 trillion in non-emergency discretionary funding for fiscal year 2011. It contains a fully funded Defense appropriations bill with other programs and agencies funded through a continuing appropriations resolution.

As of yesterday, the House had completed reading through the following portions of the bill:

·Title III (Commerce, Justice, Science, and related agencies)
·Title IV (Energy and Water)
·Title V (Financial Services)
·Title VI (Homeland Security)
The House stopped reading and debate at the conclusion of Title VI. The House has 15 amendments pending recorded votes and is expected to resume consideration of the bill from page 263 (Title VII – Interior), reading the bill by paragraph and debating amendments.
Possible Consideration of the Motion to Concur in the Senate Amendment to H.R. 514 - To extend expiring provisions of the USA PATRIOT Improvement and Reauthorization Act of 2005 and Intelligence Reform of Terrorism Prevention Act of 2004 relating to access to business records, individual terrorists as agents of foreign powers and roving wiretaps until May 27, 2011 (Rep. James Sensenbrenner – Judiciary/Intelligence) (One Hour of Debate) The Senate amendment to H.R. 514 extends the three provisions through May 27, 2011. They are scheduled to expire on February 28, 2011. The Senate amended legislation that the House passed on February 14, changing the date of expiration from December 8 to May 27.
The Senate amendment extends the same three provisions that were included in the House bill: 1. “Roving Wiretap” authority, which provides the ability for authorities to wiretap multiple electronic devices from a single suspected terrorist; 2. “Lone Wolf”, which allows for the government to pursue warrants to conduct surveillance on non-U.S. citizens , engaged in ‘international terrorist activities’ alone; 3. Provision granting the government access to business records relating to a terrorist investigation.
