**Members are advised that the House will recess no later than 5:00 p.m. to allow a security sweep of the House Chamber prior to the President's State of the Union address. The House will meet again at approximately 8:35 p.m. for the purpose of receiving, in a joint session with the Senate, the President of the United States.

Suspensions (2 bills)
H.Res. 49 - Providing Capitol-flown flags for recipients of the Medal of Honor (Rep. Latham – House Administration)
H.R. 366 - To provide for an additional temporary extension of programs under the Small Business Act and the Small Business Investment Act of 1958 (Rep Graves (MO) – Small Business)
H.Res. 38 – Republican Budget-less Resolution (Rep. Dreier - Rules) (1 hour of debate). H.Res. 38 instructs the Chairman of the Committee on the Budget to include in the Congressional Record an allocation under section 302(a) for the Committee on Appropriations for the remainder of fiscal year 2011 that assumes ‘non-security’ spending at fiscal year 2008 levels or less.
The resolution does not define ‘non-security’, nor does it include any number or specified allocation. This vague text ignores GOP promises for greater transparency by hiding the actual amount of spending in the legislation. It also allows one Member to set spending levels for the rest of the fiscal year, without a vote in the full House. Members are urged to vote no on the Republican ‘Budget-less’ Resolution.
