U.S. Delegation to Attend the Rome Statute Review Conference in Kampala

Ambassador-at-Large for War Crimes Issues Stephen Rapp and Legal Adviser Harold Hongju Koh will lead an interagency observer delegation to the Rome Statute Review Conference in Kampala, Uganda from May 31-June 11. The Rome Statute is the agreement under which the International Criminal Court (ICC) was established, and the agreement called for the holding of this Review Conference. The U.S. is not a party to the ICC but has an interest in participating as an observer to advance U.S. interests and engage other delegations on matters of importance to the United States. This includes participation in the Review Conference’s stocktaking exercise, which is aimed at enhancing the effectiveness of international justice to help ensure that perpetrators of war crimes, genocide, and crimes against humanity are brought to justice, as well as advancing U.S. views regarding various amendments to be considered at the Review Conference, including in particular amendments related to the crime of aggression.

The United States views the end of impunity and the promotion of justice as moral imperatives and stabilizing forces in international affairs. While we have specific concerns about aspects of the ICC, participation in the Rome Statute Review Conference is consistent with this Administration’s commitment to engage the international community on issues that affect our interests and promote accountability.
