CONTRACTS
AIR FORCE
Raytheon Co., Missile Systems, Tucson, Ariz. (FA8682-12-C-0002) is being awarded $81,839,791 firm-fixed price contract for Miniature Air Launched Decoy Jammers. Work is to be completed by Aug. 31, 2014. The contracting activity is AFLCMC/EBJM of Eglin Air Force Base, Fla.
Northrup Grumman Space and Missile Systems Corp., San Diego, Calif. (FA8726-09-C-0010 P00057) is being awarded a $20,170,782 contract modification to integrate beyond line of sight capability onto an E-11A aircraft. Work is to be completed by June 30, 2013. The contracting activity is AFLCMC/HNAK, Hanscom Air Force Base, Mass.
DEFENSE LOGISTICS AGENCY
Tiffin Metal Products Co.*, Tiffin, Ohio, was issued a modification on the first option year of contract SPM8E6-11-D-0009/P00001. The award is a fixed price with economic price adjustment contract with a maximum $39,641,470 for acquisition of five drive-type, spade less fence posts. There are no other locations of performance. Using military services are Army and Marine Corps. There were five responses to the DLA Internet Bid Board System (DIBBS) solicitation. Type of appropriation is fiscal 2012 Defense Working Capital funds. The date of performance completion is September 22, 2013. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa.

The award is a fixed price with economic price adjustment contract with a maximum $39,515,349 for acquisition of five drive-type, spade less fence posts. There are no other locations of performance. Using military services are Army and Marine Corps. There were five responses to the DLA Internet Bid Board System (DIBBS) solicitation. Type of appropriation is fiscal 2012 Defense Working Capital funds. The date of performance completion is Sept. 22, 2013. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa.
Harris Corp., Rochester, N.Y., was issued a modification on contract SPRBL1-11-D-0029/P00006. The award is a firm fixed price, indefinite delivery and indefinite quantity, sole source contract with a maximum $35,528,960 for radio components. There are no other locations of performance. Using military services are federal civilian agencies. There was one solicitation with one response. Type of appropriation is fiscal 2012 Defense Working Capital funds. The date of performance completion is Aug. 25, 2016. The contracting activity is the Defense Logistics Land, Aberdeen, Md.
NAVY
Raytheon Co., Integrated Defense Systems, Sudbury, Mass., is being awarded a $15,783,949 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for engineering and technical services in support of the Relocatable Over the Horizon Radar (ROTHR) system for the Forces Surveillance Support Center, Chesapeake, Va. The ROTHR system is a unique legacy radar system that uses High Frequency Over the Horizon radar to provide tactically significant wide area air and sea surveillance tracking information. The ROTHR System supports the tracking and detection of drug trafficking activities in Northern South American and Caribbean and Gulf of Mexico basins. This contract contains two, one-year option provisions, which if exercised, will bring the contract value to $48,472,799. Work will be performed in Sudbury, Mass. (50 percent); Southside Hampton Roads Va. (Chesapeake and Norfolk) (30 percent); Freer, Texas (10 percent); and Puerto Rico (10 percent), and work is expected to be completed Aug. 21, 2013. Work will continue through Aug. 22, 2015, if all options are exercised. Contract funds will not expire at the end of the current fiscal year. Funding for the indefinite-delivery/indefinite-quantity guaranteed minimum will be obligated at time of award in the amount of $1,000,000 and will consist of fiscal year 2012 Operation and Maintenance, Navy funds. Subsequent funding will be obligated at the resultant task order level as procurement needs arise. The contract was not competitively procured and is issued on a sole source basis. NAVSUP Fleet Logistics Support Center Norfolk Contracting Department, Philadelphia Office, is the contracting activity (N00189-12-D-Z028).
Coastal Helicopter, Inc.*, Panama City, Fla., is being awarded a $9,043,184 firm-fixed price, indefinite-delivery/indefinite-quantity (IDIQ) contract for aircraft flight test support of programs such as the Advanced Littoral Reconnaissance Technologies, Office of Naval Research. Work will be performed in Ft. Walton Beach, Fla. (70 percent) and Panama City, Fla. (30 percent), and is expected to be completed by August 2017. Funds in the amount of $150,000 will be obligated at the time of contract award. No funds will expire at the end of the current fiscal year. This contract was competitively procured via solicitation posted on the Federal Business Opportunities website, with three offers received. The Naval Surface Warfare Center, Panama City Division is the contracting activity (N61331-12-D-0010).
